Dirt Dumped on Sligo Slope

In late February 2006 a growing pile of excavated dirt was observed on the steep slope on the right bank (facing downstream) of Sligo Creek just downstream from Piney Branch Road and behind the home at 104 Devon Road, Silver Spring.

Phone calls were made to Park & Planning and the Montgomery County Dump Hotline at 240-777-DUMP.

On March 3 Roger Weakley and David Quantanilla of Park & Planning visited the site
and took the picture below.

On March 6 a survey crew from Park & Planning was on-site. They reported that the soil on the hillside was definitely on park property. In addition the homeowner's back patio and a separate patio encroached on park property. The homeowner will be served papers.

On March 22 three workman were observed moving the dirt from park property to the top of the hillside, which is the homeowner's property. The workmen stated that their job was to move all the dirt up on the hillside uphill from a marker placed on the hillside by the surveyors to make the park boundary.

On March 27 Herb DeHoff stated that the dirt dumping issue was turned over to Montgomery County Permitting Services. According to Herb many, many phone calls were made to Park & Planning concerning this issue.

On April 5 the area where dirt had been dumped on the hillside has been cleared, straw has been laid over the remaining fresh dirt and a silt fence has been installed. It appears that the hillside has been restored as much as was possible.

The Montgomery County Dept of Permitting Services inspector, Haywood Johnson, stated that the homeowner has satisfied all outstanding orders and that the case has been closed.
